The log record has no field for a prompt

Not a policy. A type.

Most platforms promise not to store your prompts. A promise is a configuration flag away from being untrue.

`RequestLogRecord` has no `messages`, no `prompt`, no `completion`, no `body`. There is no field to fill, so there is no flag to flip and no incident where someone turned on debug logging in production.

It costs us the ability to debug a bad completion by looking at it. That is the trade, and we would make it again.
